The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production) Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: The Corporate Affairs Officer will be responsible for initiating the development of key internal and external Corporate Affairs (CA) collateral and support the CA team to maintain high impact of key internal and external events.
Key Duties and Responsibilities:  
  • Support proactive and reactive internal employee communications, ensuring they are consistently on-brand and in line with Centre corporate messaging
  • Manage existing internal communication channels (email and intranet) and develop new channels e.g. News weaver and plasma screens.
  • Initiate the development of engaging content across all communication channels, suited to targeted audience groups.
  • Cascade internal communications from the Executive Director to all frontline staff, to ensure that all PAU staff are informed of key initiatives, projects and relevant business developments e.g. production of regular videos.
  • Actively participate in updating the internal and external annual communications plan incorporating prioritized list of activities ensuring delivery of all key messages and support for
  • PAU`s corporate objectives.
  • Cultivate a clear understanding of our clients in the different regions and audience groups, to ensure our communications reach the right audiences.
  • Ensure timely and cost-efficient management of external agency support with a focus on quality and efficiency of service provision.
  • Implement an international mind set with reference to communications methods and strategies, ensuring that solutions are market- and culturally- appropriate.
  • Develop communication consistency through Brand and tone of voice guidelines and bring the values to life in everything that PAU does.
  • Actively participate in reviewing effectiveness of programmes and processes and implementation of continuous improvement and remedial action.
  • Produce accurate stakeholder engagement reports and dashboards representing effects of interventions on targeted stakeholders.
  • Participate in the preparation, documentation, review and submission of periodic progress reports to relevant internal and external stakeholders.
  • Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:

The activity seeks to strengthen central-level stewardship and district-level management of the health system; support initiatives that increase domestic financing for health; identify and implement interventions that improve efficient use of key health resources; and strengthen state and non-state community systems for improved quality health services.
Job Summary: The Senior Public Financial Management Specialist will provide leadership of project public financial management strengthening strategies and activities.
Key Duties and Responsibilities:   
  • Analyze how the Ugandan Ministry of Health (MoH) conducts its processes for budget preparation; budget execution including cash management, procurement, and revenue management; and monitoring, audit, and reporting. Identify opportunities to strengthen MOH processes and performance, and to better align government-wide processes with health system strengthening initiatives including the use of program-based planning resources and purchasing models like performance-based financing.
  • Based on analysis and existing experience, design a tailored technical capacity building program for the MoH in the areas of public sector accounting and financial management systems. This program should include support to establish and build capacity to use electronic systems for public financial management at all levels of the health system.
  • Help implement capacity building program at national level and oversee regional advisors in public financial management implementing at lower levels.
  • Help implement anti-corruption systems and measures, including making MOH quarterly disbursement and expenditure information public.
  • With Health Financing Advisor, help MoH strengthen relationships with Ministry of Finance and other relevant agencies in area of public financial management, with aim of better aligning health system objectives with government-wide processes for budget planning, execution, and monitoring.

Qualifications, Skills and Experience:
  • The applicant should for the USAID Project Senior Public Financial Management Specialist job placement should preferably hold a Master’s Degree in Finance, Accounting, Public Health, Public Administration, or other relevant field.

Job Summary: The Inclusion Officer will work in close collaboration with MEAL department, the inclusion officer will participate to the implementation and development of activities designed to support;

  • To contribute and participate in the development and review of tools and materials to conduct inclusive participatory barriers and facilitators assessments;
  • To contribute to the organisation and implementation of the assessments using tools and materials developed and HI quality standards – conduct interviews, field observation, focus groups and community meetings.
  • To contribute to the production of reports identifying and documenting factors of vulnerability, resilience and barriers to access services;
  • To participate in the service mapping development to identify services that can facilitate and support a more inclusive response as well as services needing support to be ;ore inclusive.
Community mobilisation, sensitisation and capacity building; In close coordination with the project managers and field teams, and under the management of the Inclusion Supervisor, the Inclusion Officer is participating in the implementation of activities targeting refugees and host communities designed to improve their mobilisation, awareness and capacities in the field of inclusion.
  • To identify, map and create links with community based organizations, networks or focal points and other organisations engaged in the inclusion of the most vulnerable people;
  • Sensitize existing and developed community based initiatives on Inclusion approaches;
  • Support community based initiatives and associated service providers to implement activities following an inclusive approach;
  • Develop and implement capacity building sessions for key informants and key community members and authorities to support better inclusion.
Awareness raising and capacity building of service providers: Under the line management of the Inclusion Supervisor, the Inclusion Officer will participate in activities designed to improve inclusiveness improvement in service delivery to refugees and host communities. Those activities will target staffs internally and externally.
Internal activities:
  • To participate to the organization and facilitation of activities organized by the MHPSS and protection team so as to assess their inclusiveness and support inclusion action plan development.
  • To contribute to the provision of information, sensitization and training sessions to HI operational teams. This could consist of awareness raising sessions, as well as direct provision of both formal and on-the-job trainings.
External activities:
  • To contribute to the development and implementation of sensitisation and training tools and materials complying with HI’s quality standards and inclusive approach;
  • To contribute to organizational, sectorial and individual capacity building sessions (training, awareness, technical guidance, sensitization on guidelines etc.);
  • To disseminate sensitization materials, trainings materials, guidelines and other relevant documents among the local organizations and other INGO (as needed);

Job Summary:  The Data Entry / Registration Assistant will be responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. The Registration Assistant liaises with protection staff and partners to ensure timely identification and referral of persons of concern for protection follow up. He/She may provide interpretation and/or translation services in cases for which he/she has the required language competencies.
Key Duties and Responsibilities:  
  • Carry out registration interviews in accordance with local SOPs and registration standards.
  • Quickly respond to queries from, asylum seekers and refugees regarding UNHCRs registration procedures and their rights and entitlements.

The HR/Admin Officer is responsible for ensuring that the day-to-day HR and administration activities are performed in accordance with IRC policies, procedures and HR best practices. The HR/Admin Officer is responsible for escalating to the Field Coordinator on a timely basis all matters related to employee management in Kitgum|Lamwo Field site. The position reports to the Operations Manager and works closely with the Leadership Team to ensure effective and efficient HR and admin services are provided to support program activities in Kitgum|Lamwo.


Recruitment and orientation

· Under the guidance of the Country HR Lead, facilitate recruitment processes for local recruitments as required and monitor HR recruitment policies and procedures are consistently followed.

· In coordination with the Country HR Lead and the Operations Manager, facilitate the integration/transition processes to assure new and transferred staff to Kitgum|Lamwo received required information for their integration.

· Monitor all new staff receive IRC Way orientation and related documentation.

Compensation and Benefits

· Assist in responding to employee inquiries regarding salary and benefits.

· Act as focal point to receive staff concerns about their compensation and benefits.

· Provide timely feedback to Country HR Lead about all staff concerns related to their compensation and benefits.

Employee Relations:

Job Summary: The National Gender Specialist for Nationally Determined Contributions Process will support the development of an in-depth gender analysis to better understand where women and men are situated in climate change priority sectors, the barriers for women’s empowerment and participation in contributing to each sector, and the opportunities for policy articulation to strengthen the integration of gender equality into NDC planning and implementation processes. This includes sectorial analyses, analysis of sex and gender disaggregated data for evidence-based identification of gender differences in vulnerabilities, gaps in resources, and opportunities for supporting climate change adaptation and mitigation actions. This will also include setting of programming objectives/actions in at least 2 key sectors, development of indicators, and a baseline for monitoring and reporting; multi-stakeholder consultations (interviews, surveys, working sessions, etc) and one national workshop.
Key Duties and Responsibilities:
The Gender Specialist will perform the following tasks:
  • Formulate a detailed methodology and work plan for the in-depth gender analysis, an approximate timeline needed to complete the study and the required technical resources.
  • Conduct a desk review of the relevant climate and gender-related policies, mechanisms, institutional structures and frameworks to assess the national gender situational analysis. It will also identify priority sectors and conduct a capacity needs assessment within key climate sectors and gender machineries for gender mainstreaming in the NDC process.
  • Conduct interviews, surveys, working session as part of a multi-stakeholder consultative process to key Government actors and other stakeholder groups (i.e. civil society, academia, private sector, UN Agencies) involved in the relevant climate and gender decision making and planning processes to ensure broad integration of perspectives.
  • Organize a national workshop on gender integration into the NDC planning process.
  • Carry out a participatory gender analysis to fully consider the different needs, roles, benefits, impacts, risks and access to/control over resources of women and men, relevant to inform the NDC implementation.
Other specific tasks:
  • Identify and synthesize best practices and lessons learnt directly linked to gender equality and women’s empowerment
  • Develop a Gender Action Plan for the project with annual outputs to facilitate implementation of activities that promote gender equality and women’s empowerment.
  • Provide inputs to the UNDP Social and Environmental Screening Procedure including assessing potential impacts of the project on gender equality and specific activities to mitigate and/or minimize them
  • Prepare communication products to increase publicity for the thematic area gender including the drafting of related success stories and updating of the Gender Equality and Women Empowerment portfolio of the project.
  • Assist in analysis and research of the status of gender equality and women’s empowerment in Uganda including evolving developments, constraints, opportunities and successes.
  • Identify and propose potential areas/opportunities for support and intervention by UNDP beyond the NDC for resource mobilization.
  • Support the monitoring the gender equality and women’s empowerment thematic area of the NDC implementation.

Qualifications, Skills and Experience:
